Self-Employed Persons Program

Canada's permanent residence pathway for cultural workers, athletes, and farm managers with relevant self-employment experience.

What the Self-Employed Persons Program Was

The Self-Employed Persons Program (SEPP) was one of Canada's most niche immigration pathways — targeted exclusively at individuals whose self-employment contributes to Canadian cultural life, competitive sport, or farm management. It was not a general self-employment pathway.

Applications were assessed on a points grid evaluating experience, education, age, language, and adaptability — with a minimum of 35 points required. But the real bar was demonstrating that your self-employment had made a significant contribution at a national or international level.

Practitioner Note: The SEPP had extremely low uptake — typically fewer than 100 approvals per year nationwide. IRCC paused intake because the program backlog grew disproportionate to processing capacity. The pause may be followed by a restructured intake model, similar to what happened with the Start-up Visa.

Who the Program Was Designed For

Cultural Activities

Artists, musicians, writers, filmmakers, and performers whose self-employment experience has contributed significantly to Canadian arts and culture at a world-class level. Freelance or contract work that meets this standard qualifies.

Athletics

Athletes and coaches with experience at an international competitive level. Must demonstrate intent to be self-employed and contribute to Canadian athletics — not employment with a Canadian sports organization.

Farm Management

Individuals intending to purchase and manage a farm in Canada. This stream had different evidence requirements — focused on agricultural experience and farm management capability rather than cultural contribution.

Alternative Pathways to Consider

Quebec Self-Employed Stream

Quebec administers its own self-employed persons program separately from the federal program. If you intend to settle in Quebec, this stream remains open and has its own selection criteria through the Quebec government.

Express Entry — Federal Skilled Worker

Cultural workers and athletes who have held TEER 0-3 employment (not self-employment) can qualify through FSWP if they meet the 1-year experience threshold outside Canada.

Provincial Nominee Programs

Several provinces have entrepreneur or self-employment streams that accept applications from individuals in the arts, culture, and athletics. British Columbia and Ontario both have relevant streams worth assessing.
