Open Work Permit

An open work permit allows you to work for any employer in Canada, with limited exceptions. Unlike employer-specific permits, you do not need a job offer or Labour Market Impact Assessment (LMIA) to apply.

Who Can Apply

Open work permits are available to specific categories of applicants:

Post-Graduation Work Permit (PGWP)

Recent graduates of eligible Canadian designated learning institutions. See the PGWP page for eligibility and duration rules.

Spouse/Common-Law Partner

Spouses of skilled workers, international students, or applicants for permanent residence through Express Entry or family sponsorship.

International Experience Canada (IEC)

Youth from partner countries (Working Holiday, Young Professionals, International Co-op).

Refugee Claimants and Protected Persons

Individuals awaiting refugee determination or with protected person status.

Temporary Resident Permit Holders

Individuals with valid temporary resident permits.

Spousal Open Work Permit

Spouses and common-law partners of certain temporary residents may be eligible for an open work permit:

Skilled Worker Spouses

Spouse of a foreign worker in TEER 0, 1, or 2 occupation with work permit valid 6+ months.

Student Spouses

Spouse of a full-time student at a designated learning institution.

Inland Sponsorship Spouses

Spouse being sponsored under inland spousal/common-law partner sponsorship with valid temporary status.

Restrictions

Open work permits may have certain restrictions:

  • • Cannot work for an employer who is ineligible (e.g., due to non-compliance)
  • • Cannot work in businesses related to adult entertainment
  • • Medical restrictions may apply based on health examination results
  • • Some permits are restricted to specific provinces or territories
