Ontario Workforce Priority Stream

Launched June 26, 2026, the Ontario Workforce Priority stream is Phase 1 of Ontario's OINP redesign. It replaces eight former streams with three pathways: TEER 0-3 skilled workers, TEER 4-5 essential workers, and self-employed physicians registered with CPSO.

The Ontario Workforce Priority stream launched on June 26, 2026, when Ontario implemented regulatory amendments to Ontario Regulation 422/17 under the Ontario Immigration Act, 2015. It is Phase 1 of Ontario's two-phase Provincial Nominee Program redesign and replaces eight former OINP streams that were closed permanently between May 30 and June 26, 2026.

Ontario consolidated eight separate streams into one program with three pathways to address what the province identified as inconsistencies in eligibility standards, gaps in language and education requirements, and the need for stronger employer compliance mechanisms. The new structure aligns nominations more closely with permanent labour market needs rather than temporary skill gaps.

The stream has three pathways: TEER 0-3 for higher-skilled workers, TEER 4-5 for essential and intermediate workers, and a Self-Employed Physicians pathway for registered Ontario physicians eligible to bill through OHIP. Each pathway has distinct eligibility criteria with no overlap between them.

Ontario received 14,119 confirmed provincial nominations for 2026, as part of the federal 91,500 total provincial nominee allocation for that year. The Expression of Interest (EOI) portal is currently closed. Ontario anticipates reopening it for the Workforce Priority stream later in summer 2026, but no confirmed date has been published. Key Change for International Graduates:

The Masters Graduate and PhD Graduate streams are permanently closed. International graduates who previously depended on those streams now need a qualifying Ontario job offer to access the TEER 0-3 pathway. A reduced three-month consecutive work experience requirement applies for graduates whose credential was completed within the past three years from an eligible Ontario institution (minimum two-year program).
