RCIC Verdict: A Lifeline for 2024–2025 Support Letter Holders — But Five Gates Must Align

Manitoba has extended the MPNP nomination deadline to December 31, 2027, for workers who received support letters under the expired 2024 and 2025 Temporary Public Policies. This is a bridge, not a new program intake. If you hold a 2024 or 2025 TPP support letter and your work permit has expired or will expire in the next 60 days, this policy allows you to request a new support letter for a Manitoba-specific open work permit — but only if all five conditions are met.

This is not an automatic renewal. You must be currently employed full-time in Manitoba, hold an active MPNP Expression of Interest profile, and be currently eligible to apply to the MPNP. That last gate is the one to check most carefully: it is assessed against your situation today, not the situation you were in when your support letter was issued.

Manitoba may issue up to 2,700 support letters under this policy. The province has not specified whether requests will be handled first-come, first-served or through some other method. If you believe you qualify, book a consultation to verify your eligibility before you submit a request.

Scope: This analysis covers the Manitoba Workforce Transition Bridge Temporary Public Policy announced August 5, 2026. It does not cover new TPP intakes, MPNP Expression of Interest draws, or the separate Invitation to Apply process for 2025 support letter recipients.

What Manitoba Announced: A Bridge, Not a New Intake

On July 6, 2026, the federal Minister of Immigration, Refugees and Citizenship Canada signed the Manitoba Workforce Transition Bridge Temporary Public Policy. Manitoba published the details on August 5, 2026. The policy allows the Manitoba Provincial Nominee Program to extend the nomination deadline from December 31, 2026, to December 31, 2027, for individuals who already received Manitoba Support Letters in 2024 or 2025 under the expired 2024 and 2025 Temporary Public Policies and who meet all other MPNP eligibility criteria.

The key limiting language: "The New Public Policy is not an extension of the previous TPP for new candidates." Unless you already received a support letter in 2024 or 2025, you are not eligible to request a work permit support letter under this new policy. This is a bridge for existing support letter holders only.

Manitoba may issue up to 2,700 support letters under this policy. The province has not specified how the 2,700 allocation will be managed.

The Five Eligibility Gates You Must Pass

Manitoba has set out five criteria. You must meet all five to be eligible for a new support letter under the Manitoba Workforce Transition Bridge Temporary Public Policy:

  1. 1

You received a Manitoba Support Letter under the 2024 or 2025 TPP

You must have been issued a support letter under one of the expired 2024 or 2025 Temporary Public Policies. If you applied but never received a support letter, you do not meet this gate.

  2. 2

You hold or held a valid work permit issued by IRCC based on the previous TPP, and it has expired or will expire in the next 60 days

You must have actually obtained a work permit from IRCC under the 2024 or 2025 TPP. If you never received that work permit, you do not meet this gate. The 60-day window applies to permits that have not yet expired; the official text does not set a time limit for permits that have already expired.

  3. 3

You are currently employed in Manitoba on a full-time basis (at least 30 hours per week) and have an ongoing offer of employment from that employer

You must be employed when you submit your request. Full-time means at least 30 hours per week, and your current employer must have made you an ongoing offer of employment. If you are between jobs or working part-time, you do not meet this gate.

  4. 4

You are currently eligible to apply to the MPNP and have an active MPNP Expression of Interest profile

You must be eligible to apply to the MPNP today, not just when you received your original support letter, and you must have an active Expression of Interest profile. Manitoba states that an EOI profile "will be valid for one year from the day you submit it" (Immigrate Manitoba, Expression of Interest). If yours has expired, you would need to submit a new one.

  5. 5

You have not been nominated by the MPNP

If you have already been nominated by Manitoba, you are not eligible for this bridge policy.

Practitioner Note — The "Currently Eligible to Apply to the MPNP" Gate

Holding a 2024 or 2025 support letter does not by itself show that you are eligible to apply to the MPNP today. Manitoba's published rules list people who cannot apply at all, including anyone with an active immigration application with another provincial program or a federal immigration program (an Express Entry profile does not count as an application), temporary foreign workers working and living in another province, and spouses of Canadian citizens or permanent residents.

Hypothetical example: A worker received a support letter in 2025 and later submitted an application to another province's nominee program, which is still active. Under Manitoba's published rules, that worker cannot currently apply to the MPNP, so they would not meet this gate even though they hold a support letter and a TPP work permit.

Before you submit your request, check your current situation against the MPNP eligibility criteria as they stand today, not as they applied when your support letter was issued.

How to Request a Work Permit Support Letter

If you meet all five eligibility criteria, Manitoba says you can submit a request through a webform. As of October 9, 2026, we did not find the webform link on the Immigrate Manitoba website. Manitoba has asked applicants to monitor the website, including the FAQs section, for more details and the webform link.

You must include three documents with your request:

  • A copy of your TPP Manitoba Support Letter (the original letter you received in 2024 or 2025)
  • A copy of your work permit, issued by IRCC (the permit you obtained using the 2024 or 2025 support letter)
  • A copy of the biographical page of your valid passport or other government-issued photo identification

After reviewing and verifying your eligibility, Manitoba may issue a new Support Letter under the Manitoba Workforce Transition Bridge Temporary Public Policy. The new support letter can be used to apply to IRCC for a Manitoba-specific open work permit.

Manitoba has explicitly stated: "Receiving a work permit does not guarantee nomination by Manitoba." The support letter and work permit let you stay employed in Manitoba while you pursue MPNP nomination, but they do not grant a nomination. You must still meet all MPNP eligibility criteria.

What This Policy Does NOT Do

Understanding the limits of this policy is as important as understanding its benefits. Here is what this policy does not cover:

Not a New TPP Intake

This is not a new Temporary Public Policy for new candidates. If you did not receive a support letter in 2024 or 2025, you cannot apply under this policy.

Not an Automatic Work Permit Extension

Receiving a new support letter does not extend your work permit. You must apply to IRCC for a new Manitoba-specific open work permit using the support letter.

Not a Guarantee of Nomination

Manitoba has explicitly stated that receiving a work permit does not guarantee nomination by Manitoba.

Not a Waiver of MPNP Eligibility

You must be currently eligible to apply to the MPNP. A support letter from 2024 or 2025 does not replace that requirement.

Not Open-Ended

The nomination deadline is extended to December 31, 2027. Manitoba has not said whether further extensions will be available.

Not Unlimited

Manitoba may issue up to 2,700 support letters under this policy.

Timeline and Next Steps

The federal Minister signed the Manitoba Workforce Transition Bridge Temporary Public Policy on July 6, 2026. Manitoba published the details on August 5, 2026. As of October 9, 2026, we did not find the webform link on the Immigrate Manitoba website.

Manitoba has not said when the webform will be available or how long it will accept requests. If you believe you meet all five criteria, prepare your three documents and check the Immigrate Manitoba website regularly.

If your work permit is expiring, do not assume this policy will be in place in time. You may need to consider other work permit options to remain authorized to work in Canada. Manitoba and IRCC have not announced any special measures for workers waiting for the bridge webform. If you are in this situation, speak with a regulated Canadian immigration consultant about your options.

Practitioner Note — The 2,700 Limit

Manitoba has not specified how the 2,700 support letters will be allocated, whether in order of receipt, by work permit expiry date, by occupation, or another way. It has also not said whether all 2,700 will be available at once.

Because the method is unknown, the practical step is to be ready: confirm your eligibility, keep your three documents current, and submit a complete request once the webform is available, if you meet all five criteria.

Next Steps

These steps apply if you hold a 2024 or 2025 TPP support letter and a TPP work permit:

  1. 1

    Verify your five gates

Confirm you meet all five eligibility criteria listed above. If you are unsure whether you are currently eligible to apply to the MPNP, or whether your Expression of Interest profile is active, check this first.

  2. 2

    Prepare your three documents

Gather a clear copy of your 2024 or 2025 TPP Manitoba Support Letter, your IRCC-issued work permit, and the biographical page of your valid passport or photo ID.

  3. 3

    Monitor the Immigrate Manitoba website

As of October 9, 2026, we did not find the webform link. Check the Immigrate Manitoba website and FAQs section regularly for updates.

  4. 4

If your work permit expires soon, protect your status

If your work permit may expire before you can use this policy, speak with a Regulated Canadian Immigration Consultant about your options to remain in status.

  5. 5

If your circumstances have changed since 2024 or 2025, reassess your MPNP eligibility

If you have changed employers, moved, or applied to another immigration program, check whether you are still eligible to apply to the MPNP.

If you hold a 2024 or 2025 TPP support letter and your work permit is expiring, this bridge policy is the measure Manitoba has published for your situation, and it comes with strict conditions. Book a consultation to confirm whether you meet all five gates and to plan your next steps.
